7 th of June, I had a chance to participate in a multicultural symbiosis workshop in Oki no shimamachi Island. There are only four foreigners in our island and once I thought this is not that important to me. Again I thought that, it is important to input the information from outside world.
The lecturer was Mr.tomonobu Haga, the head of the Nagaoka international exchange center. The theme of the speech was “Nigata earthquake and the foreign residence of that area ” . He explained his experience of supporting foreign residents of Nigata after the earthquake occurred.
He said that even a well organized person can go mad when such an unexpected thing happens suddenly. That it what Mr.Haga felt after experience one of the worst earthquakes of the Japanese history. If it explains bit more clearly, due to heavy shock after the earthquake, people normally forget what they should do. Fortunately I didn't experience a strong earthquake for my 6 years in Japan. So I have never thought about what to do in an earthquake. I think this is same for many of the foreigner residents of Japan.
If you are Japanese, you have to have study about countermeasures of earthquake in school. You can get much information from the different media too. So spontaneously you know what to do in an emergency case like this.
But person like me, who came from a country, where earthquakes are very rare, really do not know what to do in such a circumstance. Earthquake is one of the greatest fears of my mom, when I decided to study in Japan; Because Japan is very famous for its earthquakes and other natural disasters.
Mr. Haga's speech was so informative, but the most important word for me was “An interpreter of heart”. Even though you are well aware of countermeasures in a case of an earthquake, even though you have previous experiences, you get panic. That's the human nature. So I don't need to tell you about the plight of the foreigners. They do not what step to be taken in such a situation. In such a circumstance if you can think them about the same residents who faced to the same situation, if you can listen to their hearts I believe, that's the best translation you can do even with out the words.
Mr. Haga was explaining many difficult situations, which he faced while helping foreigners in refuge camps. He explained how selfish media try to make use of those situations for their favor. When it comes to international exchange events, we always have so exciting image. But sharing the sorrows in a situation like this is also a great international exchange.
The one day before, I participated to this event; we had the news of earthquake in Oita prefecture Beppu, where I schooled for four years. I didn't even think about so seriously first. But after listening to Mr. Haga's speech, I thought I should call my friends in Beppu. I was wondered. All of them were so frighten. “There is a refuge camp in near by primary school, but we don't know whether is ok to go there. One of my friends said.
This time, there were not many damages from the earthquake. But I felt that even the Beppu, who handles nearly 1500 foreigners, is still helpless in such a natural disaster. Of course they might have those, pamphlets of instructions, but as I said earlier non of us read them properly.
I think the earthquake instruction leaflet of signs which Nagaoka city made, is an ideal one which all of us should have in our pockets. Because you can use it even you can not read Japanese or English. In an emergency you can show it to any one and ask for help.
It was a concurrent that I had a chance to participate for this workshop and we had an earthquake in the same day. So the next earthquake can be occurred in anyplace sooner or later. What we all can do, is get prepared for it.
In such a situation, there might be many foreigners who need your help. Who need your interpretations not only by word but from your heart?
There may be foreigners who speak loudly in a refuge camp; there may be foreigners who dance Sanba in a camp. It's because they are panicked. That's the only way that they can console there hearts. So if you can forgive them from your heart I think it also a great international exchange. |
